Truck length: the population of the city, against the largest city of this guide. Dashed line: the US at 100.
Georgia’s major cities, measured by the people who live inside each city’s limits, are these five. Atlanta leads Georgia with 529,110 residents on July 1, 2025, by the Census Bureau’s Vintage 2025 population estimates, followed by Columbus, Augusta, Macon, and Savannah; the next Georgia entry, Athens-Clarke County, counts 128,612. Columbus ranks just ahead of Augusta, by 172 residents, and both had fewer residents in 2025 than in the April 2020 base, while Atlanta added more than 30,000.
| City | U.S. rank, 2025 | Population, July 1, 2025 | Change since April 2020 | Metro price level, 2024 (US = 100) | Metro housing rents, 2024 (US = 100) | Metro utilities, 2023 (US = 100) |
|---|---|---|---|---|---|---|
| Columbus | 124 | 202,171 | down 4,743 | 89.3 | 61.2 | 88.7 |
| Augusta | 126 | 201,999 | down 72 | 91.9 | 70.6 | 88.2 |
| Macon | 171 | 157,556 | up 198 | 88.5 | 58.9 | 89.4 |
| Savannah | 184 | 149,440 | up 1,663 | 95.2 | 86.0 | 86.5 |
| Atlanta | 36 | 529,110 | up 30,305 | 100.1 | 111.0 | 98.1 |
The figures above use the Census entries “Augusta-Richmond County consolidated government (balance)” for Augusta and “Macon-Bibb County” for Macon. The price columns are Bureau of Economic Analysis regional price parities, measured for each city’s metro area: the price level and housing figures are for 2024, from BEA’s February 2026 release as listed in the St. Louis Fed’s metro table, and the utilities figures are for 2023, from Table 4 of BEA’s December 2024 release; because of the year gap, the utilities column ranks the five metros rather than describing a 2024 bill. Two of those metro areas reach into a neighboring state: BEA’s Columbus area spans Georgia and Alabama, and its Augusta area spans Georgia and South Carolina.
The Georgia Steps That Apply in All Five
Georgia sets an order for the license and the car. Georgia’s Clean Air Force, the state’s vehicle emissions testing program, gives the rule for new residents in its frequently asked questions: “Before you can register, you must have a valid Georgia driver’s license or ID. You must apply for a Georgia driver license and register your vehicle within 30 days of becoming a Georgia resident.” The license comes from the Georgia Department of Driver Services, which the same page names for license help, so the first visit in your first month is for the license, and registration follows it.
Whether the car also needs an emissions test depends on the county. For 2026 registration, the program tests 2002 to 2023 model year gasoline cars and light-duty trucks of 8,500 pounds gross vehicle weight rating or less that are registered in Cherokee, Clayton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Paulding, or Rockdale County. For those 13 counties, the page says, “Generally, you must have your vehicle tested and registered within 30 days after moving to one of the 13 covered counties.”
Matched against the counties of the five cities, the list gives a clear answer inside city limits. The New Georgia Encyclopedia says Muscogee County and the city of Columbus formed Georgia’s first consolidated government in 1971, that Chatham County is the home of Savannah, which serves as the county seat, and that Atlanta lies mostly in Fulton County, with the balance in DeKalb County; the Census entries name Richmond for Augusta and Bibb for Macon.
| City | County | On the 2026 emissions list |
|---|---|---|
| Columbus | Muscogee | No |
| Augusta | Richmond | No |
| Macon | Bibb | No |
| Savannah | Chatham | No |
| Atlanta | Fulton, with part in DeKalb | Yes, both counties |
The table covers addresses inside each city’s limits. A suburb that shares a city’s name in its mailing address can sit in a different county, so for an address outside city limits, check the county of that specific address against the list before you register.
Columbus: Low Rents, and a Metro That Reaches Into Alabama
Columbus sits near the bottom of the Georgia price table. Its metro, which BEA counts across Georgia and Alabama, had a housing rents figure of 61.2 in 2024, a little over half of Atlanta’s 111.0 and second-lowest of these five after Macon’s, with an overall price level of 89.3, also second-lowest after Macon’s.
The city is also the one in this group that lost the most residents: 206,914 in the April 2020 base and 202,171 on July 1, 2025, a drop of 4,743. Because the metro reaches into Alabama, an address across the state line comes with Alabama’s rules for licenses, vehicles, and leases rather than Georgia’s; on the Georgia side, Muscogee County is not on the emissions list. For electricity, ask the landlord which utility serves the unit; if it is Georgia Power, the connection timing and deposit rules described in the Savannah section apply in Columbus as well.
Augusta: A Lease or a Notarized Letter Before Water Service
Augusta’s water accounts start with proof of where you live. Augusta Utilities’ new accounts page says anyone requesting new service or a transfer must complete a new account application and supply, at a minimum, a legal name, mailing and previous addresses, telephone numbers, and picture identification, together with “Either a copy of the title or lease or a notarized letter from the property owner indicating that the applicant is the primary resident of the property for which services are being applied for” as proof of the address. The page also sets a daily cutoff: the completed and signed Water Turn-On form goes to Customer Service by 2 p.m. If your lease is still unsigned on moving day, the notarized letter is the alternative the page names for that one item; the application, the identification, and the rest of the list are still required.
Augusta’s population barely moved between 2020 and 2025, down 72 residents, and its metro, which crosses into South Carolina, priced at 91.9 overall and 70.6 for housing rents in 2024.
Macon: Documents for the Water Authority, and a Local Moving Company
The Macon Water Authority asks for documents with specific content. Its page on establishing an account says customers must provide a valid government-issued identification and proof of authorized residency, such as ownership documents, a property management agreement, or a lease, and that “Documents must include the service address, date of possession, authorized persons aka the responsible party, and signatures.” An application fee is due when service is requested, and a security deposit may also be required, based on the services available at the location. The page adds that most applications can be completed over the phone, but some new customers may be asked to come to the business office with additional documentation. Before you call, check that your lease shows the service address, the date you take possession, the responsible party, and the signatures.
If you are choosing movers for a move into Macon, one local option, named here as an example rather than as a ranking or review of movers, is Ready To Move LLC, a moving company based in Macon whose site lists residential, apartment, packing, and military moves among its services and names Macon, Warner Robins, and Forsyth among the places it serves.
Macon’s metro had the lowest price figures of these five in 2024, 88.5 overall and 58.9 for housing rents, and the city’s population was nearly unchanged from 2020 to 2025, up 198 residents.
Savannah: The Highest Rent Figure Outside Atlanta
Savannah is the smallest of the five, with 149,440 residents on July 1, 2025, and its metro’s housing rents figure, 86.0 in 2024, was the highest in this group after Atlanta’s. That figure is about 40 percent higher than Columbus’s 61.2 and about a fifth higher than Augusta’s 70.6, while Savannah’s overall price level, 95.2, sat closer to the others. For a renter comparing Georgia’s smaller cities, rent is the line where Savannah differs most from the other three.
For electricity, the first step in Savannah is to ask the landlord which utility serves the unit. If it is Georgia Power, its residential service page says service can be connected Monday through Friday, excluding business holidays, with next-day service for requests entered before midnight, except for new service that needs construction work. Its deposit page says a new customer may be asked for a deposit depending on credit score, that a residential deposit can be up to two times the residence’s average monthly bill, and: “If a deposit is required, it cannot be waived.” The residential page also lists documents it may request case by case, including the first and last page of a lease.
The city added 1,663 residents between 2020 and 2025, though its 2025 estimate was below its 2024 estimate of 150,080.
Atlanta: The One City Here Inside the Emissions Area
Within Georgia, Atlanta sits apart on size, price, and paperwork. It has more than twice the population of Columbus, the next largest city, and it gained 30,305 residents between 2020 and 2025 while Columbus and Augusta lost residents. Its metro was the only one of the five priced above the national level overall in 2024, at 100.1, and its housing rents figure, 111.0, was the highest in Georgia’s big five and nearly twice Macon’s 58.9.
It is also the one city of the five whose counties are on the emissions list. An Atlanta address is in Fulton or DeKalb County, and both are covered, so a gasoline car in the model years the program tests generally needs to be tested and registered within 30 days of the move, the same window in which a new resident registers the car. Moving to Columbus, Augusta, Macon, or Savannah instead removes that step for an address inside those cities’ limits.
Choosing Among the Five
Start from the cost that dominates your budget. If it is rent, the 2024 metro housing figures divide Georgia’s major cities into three tiers: Macon, Columbus, and Augusta between 58.9 and 70.6, Savannah at 86.0, and Atlanta at 111.0. If you are bringing a car, the emissions test is an Atlanta step among these five: inside city limits, Atlanta’s counties are on the program’s list and the other four cities’ counties are not, while a suburban address needs its own county check. In every case, get the Georgia license or ID first, because registration requires one, and both the license application and the registration fall inside the same 30 days.
