Truck length: the population of the city, against the largest city of this guide. Dashed line: the US at 100.

If you are deciding among these five cities, you are comparing places of similar size, between 513,656 and 562,407 residents each, where the first weeks after a move ask for different things: a winter calendar in one, a landlord conversation about water in another, an emissions test or a smog check before the car can be registered in two more, and a utility deposit for each service in the fifth. The Census Bureau’s Vintage 2025 city estimates place Milwaukee 31st, Albuquerque 32nd, Fresno 33rd, and Tucson 34th. Mesa ranks 38th, below the range this title names; the 35th place belongs to Sacramento. Milwaukee and Albuquerque had fewer residents on July 1, 2025, than in the April 2020 base, and the other three grew.

City Rank, 2025 Population, July 1, 2025 Change since April 2020 Metro price level, 2024 (US = 100) Metro housing rents, 2024 (US = 100) Metro utilities, 2023 (US = 100)
Milwaukee 31 562,407 down 15,487 96.9 97.1 91.5
Albuquerque 32 556,588 down 7,840 95.5 89.2 76.7
Tucson 34 548,371 up 5,773 96.9 91.8 83.0
Fresno 33 555,549 up 13,321 102.2 95.7 143.8
Mesa 38 513,656 up 9,264 103.3 121.2 83.0

Each price figure is a regional price parity from the Bureau of Economic Analysis, and each one describes a metro area rather than the city itself. The price level and housing figures are for 2024, from BEA’s February 2026 release as listed in the St. Louis Fed’s metro table; the utilities figures are for 2023, from Table 4 of BEA’s December 2024 release; with the years apart, the utilities column says which metros ranked higher, not what a 2024 bill would be. Mesa has no row of its own: BEA counts it in the Phoenix metro area, so its figures are the Phoenix area’s. The utilities column is where these five differ most, from 76.7 in the Albuquerque metro to 143.8 in the Fresno metro.

Milwaukee: A Winter Calendar and a Two-Day Utility Request

More than three-quarters of Milwaukee’s normal snowfall comes in three months. The National Weather Service office that covers the city lists 1991 to 2020 snowfall normals of 48.7 inches a year, and 37.1 of those inches are the normal for December, January, and February: 10.4, 14.9, and 11.8 inches. The same page gives November 14 as the average date of the season’s first snowfall of 0.1 inch or more, and December 2 as the average date of the first inch. If your lease starts between late November and March, ask the moving company before you sign its contract how a snow day changes the loading and delivery dates.

For electricity and natural gas, We Energies says it serves more than 1.1 million electric customers and 1.1 million natural gas customers in Wisconsin. If it serves your new address, its start service page sets out the conditions: you must be a residential homeowner or renter, none of your previous accounts can be in arrears, and “Your request is processed in two business days.” The page adds that submitting a request does not mean service can start, that a problem with the request may delay processing, and that an email confirmation follows once the request has been processed; watch for that email before moving day. Counting back more than two business days from your move-in date leaves room for that.

Milwaukee lost 15,487 residents between April 2020 and July 2025, the largest drop among these five. Its metro priced at 96.9 overall and 97.1 for housing rents in 2024, both below the national level.

Albuquerque: The Water Account Stays With the Property

Albuquerque’s water utility bills the property, not the tenant. The Albuquerque Bernalillo County Water Utility Authority says, “The Water Authority is a property-based utility and does not start, stop, or transfer service. We bill the property not the person.” The page adds that the property owner, based on Bernalillo County Clerk records, controls the water account, and that a renter who needs a prorated or final bill, or wants the bill mailed, contacts the owner, landlord, or property manager. For a renter, then, water is a lease question rather than a utility call: ask at signing how water is billed while you live there and how the final bill will be prorated when you leave.

The fall weather sets an order worth knowing. The National Weather Service office in Albuquerque gives November 3 as the average date of the first fall temperature of 32 degrees or lower at the Albuquerque Sunport in its 1991 to 2020 fall freeze table, and November 15 for 28 degrees. Its first snowfall page puts the Sunport’s long-term average first snowfall of 0.1 inch or more on November 29, for a record that runs from 1931 to 2024. On those averages, the first freeze comes 26 days before the first snow, so a November move should be planned for freezing nights even if no snow is in the forecast.

Albuquerque’s metro had the lowest figures of these five on all three price measures: 95.5 overall and 89.2 for housing rents in 2024, and 76.7 for utilities in 2023. The city’s population has also been lower in each July estimate from 2021 through 2025 than the year before.

Tucson: Sixty-Eight Days of 100 Degrees or More in a Normal Year

Tucson’s heat lasts well past midsummer. The National Weather Service office in Tucson keeps a table of 100-degree days whose normal row counts 68 such days a year: 21 in June, 19 in July, 15 in August, and 8 in September, with four more in May and one in October. The record is 112 days, set in 2024. A September moving date is still inside that stretch, so plan the loading hours around the heat in September as well as in midsummer.

A car brought from another state to the greater Tucson area can have a test to pass before it gets Arizona plates. myAZcar, the emissions testing site of the Arizona Department of Environmental Quality, says in its frequently asked questions, “When moving into the area, your vehicle must be emissions inspected before registration, unless it is exempt from testing.” The same page says testing applies to residents of the greater Phoenix and Tucson areas and to people who regularly commute into them for work or school, and that “Most vehicles newer than 6 years old are exempt from testing” while certain other exemptions apply; whether a particular car qualifies is a question for the program’s exemptions page. The FAQ also notes that Arizona has a defined emissions control boundary for both areas and offers an address locator, so whether the rule applies depends on where your address falls against that boundary, not on the city name in it. One more detail from the program’s home page can save a wasted trip. It asks, “Is your check engine light on?” and answers, “If so, your vehicle will not pass an emissions test.”

Tucson grew by 5,773 residents between 2020 and 2025, though its 2025 estimate was below 2024’s. Its metro priced at 96.9 overall and 91.8 for housing rents in 2024.

Fresno: Twenty Days to Register, and a Smog Check First

California’s registration clock for a car from another state is short. The California DMV’s new resident page says, “If you bring a vehicle into California that was previously registered in another state or country, you must register it within 20 days of becoming a resident or bringing it into the state.” Among the page’s examples of intent to reside in California are renting a property in the state as your primary residence and being employed there, so the 20 days may begin sooner than a newcomer expects.

The smog check comes first. The state’s Bureau of Automotive Repair says, “A Smog Check is required to register a vehicle for the first time in California.” It names vehicles purchased in another state and vehicles previously registered in another state among those included. The newer-model exceptions on the same page are described for registration renewal and change of ownership, and the page states that there are no newer-model exceptions for diesel vehicles. That is different from the program’s overall scope: the same page lists vehicles that do not need a Smog Check at all, among them diesel vehicles of model year 1997 and older, diesel vehicles with a gross vehicle weight rating of more than 14,000 pounds, gasoline, hybrid, and alternative-fuel vehicles of model year 1975 and older, electric vehicles, and motorcycles. In practice, for a car that does need a Smog Check, the check and the registration both have to fit inside those 20 days.

Fresno’s metro utilities figure, 143.8 in 2023, was the highest in this table and the only one above the national level, while its 2024 housing rents figure, 95.7, sat below it. Ask which utilities a Fresno lease includes before you compare rents. The city also had the largest gain of the five, 13,321 residents between 2020 and 2025, and its estimate rose every year in that span.

Mesa: A Deposit for Each City Utility

The City of Mesa’s start service page says residential customers “are required to place a deposit as security for payment of utility bills before utility services will be turned on.” For dwelling units with individual meters, the page lists a deposit for each service: electric $265, gas $125, water $100, wastewater $50, and solid waste $60. For an address that uses all five city services, those deposits add up to $600, before an $11 administrative fee and connection charges of $20 for electric, $40 for gas, and $20 for water. These charges are not all of one kind. The page lists the administrative fee and a connection charge for each metered service activated as charges the city will assess, while the deposits can be waived. Which services the city provides at a given address is the first thing to confirm, since the deposit and connection charges are set per service. A deposit may be waived if you had comparable service with Mesa in the past 24 months, were not delinquent more than twice in the past twelve months, and were not disconnected for nonpayment in that period.

Timing follows the same page. Service is normally connected the next business day after the request, and same-day service adds a $55 convenience fee. The page says new residential service can be requested by phone or in person, and it lists hours of Monday through Thursday, 7 a.m. to 6 p.m., so time the request for one of those days ahead of your move-in date. If you are turning on gas, the page says electricity must already be active, an adult over 18 must be present, all gas appliances must be connected, and a field representative needs access to the home for a gas pressure test.

Mesa is part of the Phoenix metro area, and the emissions rule described in the Tucson section applies in the greater Phoenix area as well, so check a Mesa address against the program’s boundary before registering a car from another state. On price, the Phoenix metro area had the highest housing rents figure of these five in 2024, 121.2, and the highest overall level, 103.3. Mesa itself added 9,264 residents between 2020 and 2025, though its 2025 estimate was slightly below 2024’s.

Before Moving Day, Find Out Who Has to Act First

Several steps in this guide have to happen before a service starts or a car is registered, and one of them is not yours to take, so do not leave them for the week after you arrive. In Albuquerque, the water account belongs to the property owner, so the billing question has to be settled in the lease. In Mesa, the city may ask for a deposit on each of its services before it turns anything on. Inside the Tucson and greater Phoenix emissions areas, a car from another state has to pass emissions before it can be registered, unless it is exempt. In Fresno, for a car that needs a Smog Check, the check and the registration share a 20-day window that can start with a lease or a job. And in Milwaukee, if We Energies serves your address, its request takes two business days to process, in a city whose snow normals peak in January.
